Mr. Cornbrooks became a partner in the firm in 2017. His practice consists of general civil litigation with an emphasis on complex civil rights matters involving state and local government official. Mr. Cornbrooks’ practice includes police liability matters, employment litigation, and fair housing litigation. His practice also includes general local government litigation, personal injury litigation, and construction litigation.
He has represented both plaintiffs and defendants in litigation. Mr. Cornbrooks obtained the most significant monetary settlement on behalf of a plaintiff in the firm’s history.
Mr. Cornbrooks also provides direct advice to numerous local governments on a wide range of issues including prelitigation strategy, contract negotiations, election issues, and employment matters.
A regular lecturer on civil rights and local government issues, Mr. Cornbrooks has presented for the National Business Institute regarding police liability issues in the State of Maryland. He also speaks regularly for the Maryland Municipal League on various topics, including the structure of local governments in the State of Maryland.
Mr. Cornbrooks is a member of the Character Committee for Maryland’s 6th Appellate Judicial Circuit and has served in that capacity since 2017.
He was admitted to the Maryland Bar in 2006, the United States District Court for the District of Maryland in 2007, and the United States Court of Appeals for the Fourth Circuit in 2009.
Prior to joining Karpinski, Cornbrooks & Karp, P.A., as an associate in 2011, Mr. Cornbrooks was an associate with another well-established Maryland law firm from 2007 through 2010. Additionally, he clerked for the Honorable Dale R. Cathell on Maryland’s Supreme Court from 2006 to 2007.
Mr. Cornbrooks earned his Juris Doctor from the University of Baltimore School of Law in May 2006. He earned his Bachelor of Arts in history from what was then Loyola College in 1999.
After completing his undergraduate studies, Mr. Cornbrooks served as an infantry officer in the United States Marine Corps from 1999 through 2003.
Mr. Cornbrooks is a member of the Baltimore City Bar Association. He is a former member of the Wicomico County Bar Association and a past president. Mr. Cornbrooks is actively engaged in the community and serves on the board of directors with a local non-profit youth sports organization and coaches several different youth sports.
